Anyone have an idea what 'Approximately 2000 words' means as far as OCR MW GCSE Controlled Assessment goes?

Some of my students will have issues getting to 2000, some will have concerns about how to cut down from 3000 words.

Where does 'approximately' stop?

It's just a guide and there is no penalty.

What OCR are saying is that if students are going above 2000 words they may not be writing relevantly and the overall mark should reflect that, but this of course varies from student to student (I have some strong, succint essays that are well over 2000 words) and is down to the judgement of the teacher and moderator.
