I'm really slow on this one - have no management responsibility any more so nothing to take away and nothing to apply for.
BUT - in the past, most departments have shared out responsibilities - for KS3 homeworks, for developing KS4 resources, for literacy or special needs within the department, trips etc etc. People never had money for those.
I hear a lot of colleagues talking about this now that those with responsibility points have been identified - what happens if someone has had some departmental responsibility but now no longer wishes to do it because there is no hope of it leading anywhere and it is a load more work for nothing at all??? Also what about those in depts who have areas they seem to have acquired responsibility for almost by osmosis in the past, but now want to pursue a pastoral TLR?

If you have responsibilities without extra pay for them then you are being taken advantage of. Planning lessons, producing resources are by in large your job but overall strategic planning or production of resources across a Key Stage show you have a burden of Teaching and Learning responsibility and this is wrong. I'd speak to your line manager about this.

fortunately doesn't really apply to me personally but to LOTS of colleagues in my own and other schools.
Of course - the problem is that if you stand your ground (and I really think it is right to do so) you are labelled unco-operative, unhelpful etc and pigeon-holed. Not all line managers understand what this new structure implies.

Makes one wonder what NAS/RIG et al saw in it.
It will lead to resentment and to lots of tasks being pushed to those who do have a TLR, and will normally, therefore, place an intolerable, unsustainable burden on the handful of us left with the additional money for things not directly related to the students we teach.
What's worse, this was wholely predictable.
