To get higher levels in history, you need to explain ideas and opinions clearly.  If you offer a balanced argument that is well explained you can easily achieve highly.

Look at the differences between Level 4 and Level 5:

Pupils who write a level 4 can: Pupils who write at a level 5 can:
... give some reasons for, and results of, the main events and changes. They show some understanding that aspects of the past have been represented and interpreted in different ways. ... describe and make links between events and changes and give reasons for, and results of, these events and changes. They know that some events, people and changes have been interpreted in different ways and suggest possible reasons for this.

To answer this question well, you need to write a fully explained answer suggesting reasons for your interpretation.
