This is developing into an interesting question ...Oh dear - I'm going to contradict Miss Boughey. In the book I've consulted it says that the school leaving age was raised to 12 years in 1899, not 1893. Maybe someone else will find out which of us is right!
We now have two sources of information saying the same (ie 1899), but that doesn't automatically mean that is the right answer.
I don't teach this topic and don't pretend to have the definitive answer.
I'll see what else I can find and post again.

In 1899 the Board of Education Act began the process to set up the Board of Education (1900) which would then co-ordinate and formalise the work of higher grade elementary schools, county technical schools and endowed grammar schools.
But the Elementary Education Act in 1893 had stated that the school leaving age should be raised to 12 years.
It is likely that the the 1893 Act had stated that 12 be the compulsory age but that this was not enforced until the 1899 Board of Education Act.
