Well, as you know, we won't "do your work for you" on this site, but assuming you are talking about C19th Factory Reform, you will find basic information about the laws that were passed here:

I'm afraid I can't quickly find a site with information about how pay in the mills improved during the C19th, but there was no such thing as a minimum wage in the C19th and workers' wages were not controlled by government laws, but by what the employers were prepared to pay.
