Well I assume you understand what the Underground Railway (or Railroad as it is also often called) was?
What you need to do is think about why exactly American slaves would want to escape from the plantations of the South and endure really difficult conditions during their journey North.
In brief .... you need to think about the dreadful conditions the slaves had to endure on the plantations - so dreadful that escape (however hard) was preferable to staying there.That's what the question means really.
Is that clear now?
You may find it useful to work through this online lesson about the Underground Railroad
It doesn't directly answer the question you have to do, but it will definitely be useful
or just do a websearch for "underground railroad" (in speech marks) if you need more factual information and you will get plenty of hits.
