They are all different Public Health Acts.
These were the Acts of Parliament by whih the government took more and more control over public health.
For a simple overview, see www.bbc.co.uk/schools/gcsebitesize/...
or this site

For the inividual Acts, try:
1848 - the first Boards of Health, medical officers, power to provide sewers, pave and clean streets, inspect meat, insect lodging houses, control burial grounds; see also here
1868 - (Torrens Act) power to improve property and demolish slums
1875 - organises public health under 11 headings: sewers and drains, privvies, cleansing, water supply, lodging houses, nuisances, offensive trades, unsound meat, infectious diseases and hospitals, prevention of epidemics, mortuaries; see also here
1890 - Power to acquire land for or to provide public walks, pleasure grounds and open spaces and to manage and control them, Power to provide gymnasiums, playing fields, holiday camps, Provision of boating pools
