How should an ordinary citizen attempt to deal with a brutal and tyrannical government?

In what context?

Three possiblities:
- Conform and keep your head down.
- Emigrate
- Plot and suffer the consequences when you are caught.

I've always believed in route 1 - live to fight another day.
