hey, could anyone please tell me what part David Lloyd George have in improvements of health care?

He was the Chancellor in the Liberal government which introduced the Liberal Reforms - ie he found the money to pay for them.
In particular, he was responsible for the 1909 budget which paid for the 1911 National Insurance Act - see this page.
