Revising Treaty Of Versailles Igcse Paper 1

The IGCSE syllabus for 2009 mentions 'modern opinions of the Treaty of Versailles'. When answering a question such as ...'Were the terms of the Treaty Of Versailles too harsh?', Would it suffice to say ' some historian believe...... while other historians .......?'
Do we actually need to write names of hisotrians and quote them?

Also for a question 'What was the impact of the ToV on Germany upto 1923?'......Should we include the events of 1923 such as new goverment under Stresemann negotiated loans from USA under the Dawes plan or should we stop at French occupation of Ruhr and passive non-cooperation and hyper inflation?
I am a little confused because of the word 'upto'.

You have a right to be. I would explain in detail up to French occupation of Ruhr and passive non-cooperation and hyper inflation, but then go on and add briefly AND THEREFORE IT MIGHT BE FAIRLY SAID THAT the ToV was responsible for new goverment under Stresemann and the negotiated loans from USA under the Dawes plan
