I suggest that you start by making a chart with 3 columns: one headed War Communism, one headed NEP, and the third headed Stalin's Economic Plans (ie 5 Year Plans and Collectivisation of agriculture).
Then divide your chart into rows. Think about the ways in which you can compare the 3. eg Circumstances in which each was introduced, aims of each plan, how each was organised, the results of each one (successes and failures). Any other ideas of your own?
When you have completed the chart with the appropriate information you will be able to see the ways in which they were similar (ie compare) and how they were different(ie contrast).
If you have to write an essay to answer the question your completed chart will make a good essay plan. Each one of your 'rows' will be the basis of a paragraph.
What you should not do is write separately about each of the plans because the whole point is that you bring out their similarities and their differences.
