Welfare State

Just new to higher history and enjoying it so far!
Although i am struggling with the welfare state stuff. Thing is i did modern studies last year and do the same topic BUT not that i've done a history essay on welfare state i have been told i've put a lot of irrelevant modern studies info in it :(
Can anyone help as to how i should do this topic for essays? <_<

the title was
how successful were the Labour Goverment of 1045-51 in promoting socal welfare in Britain?

The plan i followed was

Intro: mention question, what welfare state means and that i was a continuation from what the liberal reforms had done.
Para 2: school meals and milk act and cod liver oil etc from coalition government before 45 therefore not all labour. more had to be done because of change in attitudes after war and churchill's mistake etc
Para 3:beveridge reprt 42. 5 evils to combat what still had to be done
Para 4: how want was being dealt with - NI and family allowance 'cradle to grave'
para 5: how ignorance was being dealt with - free compulsory ed till 15 - wasnt successful because millions of children were condemed to failure by the 11 plus exam
para 6: how idleness was being dealt with.. low unemployment rates
para 7:how squalor was being dealt with - prefabs built but didnt rehouse everyone peole were still left homeless or overcrowded
para 8: success of the NHS 1948 free treatments etc 'cradle to grave'
conclusion: was successful in terms of NHS etc greatest single body of welfare legislation passed until that point.

I got my essay back and got 14/20

Any tips on how i could improve?

Sounds a sound essay!

Looking at the plan, however, it seems to have been primarily about what, rather than 'how successful'.
I think your problem in this essay was to pin down criteria by which you could measure success.

There are some facts and figures. For the NHS, for example, by 1946, 18500 doctors had signed up to the NHS, and 30 million people had applied to go on their panels. In its first year, 5,250,000 pairs of glasses were issued and 187 million prescriptions for drugs were written out.

But success needs to be measured in other things, and it is in measuring that success that your answer to 'how successful' will improve.
