In 1985 Mikhail Gorbachev was elected as the Soviet leader. He hoped that reform could ‘save’ the USSR and keep the Communist Party in power. He tried:
1. Perestroika (‘restructuring) – reducing state control of industry, allowing free enterprise.
2. Glasnost (‘openness’) – ending state corruption and allowing freedom of speech.
3. End the Brezhnev Doctrine – in March 1989 Gorbachev told the eastern bloc states that the Soviet Army would no longer support them and withdrew its army from eastern Europe.
4. Cut military spending – he do this he met Reagan and agreed to:
a. cut offensive weapons by 50% (Geneva Summit ,1985).
b. sign the Intermediate Nuclear Forces (INF, 1987) Treaty dismantling all short- and medium-range nuclear weapons.
c. pull out of Afghanistan (1989).
